About the role
We are seeking a strategic and experienced ICT Service Governance Lead to govern the City’s ICT Portfolio of Services and drive the successful implementation of our ICT Operating Model.
This is a senior leadership role accountable for ensuring ICT services are clearly defined, well-governed, performance-driven, and aligned to enterprise priorities. You will provide custodianship of service standards, lifecycle governance, and operating model artefacts — ensuring services deliver measurable value from pipeline through to retirement.
As the ICT Service Governance Lead, you will govern the approved ICT Service Catalogue and oversee lifecycle decision gates across pipeline, live and retiring services. You will ensure services are designed, transitioned and operated in accordance with agreed standards, SLAs and Operating Agreements.
You will exercise oversight of compliance, performance and decision-making through established governance forums and provide clear, evidence-based reporting that supports cost transparency, risk mitigation, audit closure and continuous improvement.
Working closely with Platform Entities, Enterprise Architecture, EPO/P3M, and TBM/Finance, you will integrate service governance with financial and performance transparency across the technology portfolio.
We’re looking for people who have:
Essential:
- Proven experience leading IT service governance, IT operations or service delivery teams within a medium-to-large organisation.
- Strong knowledge of ITIL frameworks, service design and transition practices, SLAs and service performance reporting.
- Demonstrated experience developing and implementing IT Operating Models or ICT Governance Frameworks.
- Experience in vendor and contract management, including compliance and performance oversight.
- Strong analytical, financial and reporting capabilities related to ICT services and cost transparency.
- Excellent leadership, stakeholder engagement and communication skills.
Desirable:
- ITIL, SIAM and/or contract/vendor management certifications or experience.
- Prince2, Agile, Six Sigma, Lean and/or Cyber Security experience or certifications
