Senior Project Manager, Highway Engineer Lead – Eastern Canada Region

Parsons is seeking a Senior Project Manager, Highway Engineer to lead highway engineering assignments and to contribute to the growth of our transportation practice across Ontario. Reporting to the Area Manager – Highway Lead – Eastern and Northern Ontario, the successful candidate will bring 10 or more years of relevant experience, including strong MTO project and design experience.

This role focuses on technical expertise and project leadership. The successful candidate will lead highway engineering components, coordinate multidisciplinary project teams and deliver preliminary and detailed design assignments for MTO transportation projects. The role will also include supporting client relationships, proposals and business development activities with MTO and other transportation agencies.

As a Senior Project Manager and Highway Engineer, you will contribute to a variety of multidisciplinary transportation projects ranging from low to high complexity, including the rehabilitation, replacement, widening and expansion of highways and freeways. Key Responsibilities:

• Lead the highway engineering components of MTO transportation projects from functional studies, preliminary design through detailed design and construction administration.
• Act as the technical lead for highway assignments, ensuring project requirements, milestones, budgets and quality objectives are achieved.
• Manage highway engineering design for multidisciplinary projects involving the rehabilitation, replacement, widening and expansion of highways and freeways.
• Coordinate engineers, designers, technical specialists, subcontractors and other project team members across multidisciplinary assignments.
• Support the Project Manager in liaising with MTO and other stakeholders, maintaining effective communication and resolving technical and project-related challenges.
• Support the development of project plans, schedules, budgets, resource requirements and risk management strategies.
• Proactively identify potential technical and project risks and develop practical solutions to minimize delays, cost impacts and rework.
• Coordinate and Monitor to the successful completion of field investigations, geometric design, grading design, roadside safety design, drainage design, storm sewer design, pavement marking and signage design, complex construction staging, traffic management, roadway modelling, quantity estimating, utility coordination, contract drawing preparation, contract document preparation, construction cost estimate development and construction liaison activities.
• Integrate MTO active transportation plans and standards into project designs.
• Prepare and review technical reports and client documentation, ensuring technical excellence and quality assurance of project tasks and deliverables.
• Provide technical guidance and mentorship to engineers and design specialists.
• Contribute to business development activities, including proposal preparation, project methodology development, work programs, schedules and budgets.
• Participate in client meetings, presentations and discussions supporting long-term MTO and provincial transportation relationships.

Requirements

• Bachelor’s degree in Civil Engineering, with experience in transportation or highway engineering.
• Professional Engineer designation and registration with Professional Engineers Ontario P.Eng.
• 10 or more years of relevant experience in highway or transportation engineering and project management.
• Solid experience in MTO preliminary and/or detailed design.
• Strong knowledge of MTO standards and policies, as well as the transportation infrastructure needs of the province.
• Advanced knowledge of highway engineering theories, principles, legislation, regulations and technology, including highway design, construction, maintenance, traffic operations, contract delivery and oversight.
• Experience acting as a technical lead or project engineer on multidisciplinary transportation projects.
• Excellent written and verbal communication, coordination, organizational and problem-solving skills.
• Ability to manage simultaneously multiple assignments and coordinate deliverables within established schedules and budgets.
• Experience with other transportation agencies or public-sector transportation clients is considered an asset.

• In-depth knowledge of theories, principles, laws, regulations, and technologies related to highway engineering, particularly regarding design, construction, maintenance, traffic operations, contract delivery methods, and construction oversight.
• Experience as a technical lead or project engineer on multidisciplinary transportation projects.
• Excellent communication, coordination, organizational, and problem-solving skills.
• Ability to manage multiple assignments simultaneously and coordinate deliverables in accordance with established schedules and budgets.
• Experience with other transportation agencies or public-sector transportation clients is an asset.
