Overview
Are you looking for a role where you can use your strong stakeholder management skills and experience?
Whenever there’s an emergency in Scotland, a number of different organisations immediately start working together to tackle it. Working together, these organisations form a ‘resilience partnership’, which helps them to coordinate, collaborate and share information. Standing regional and local resilience partnerships meet year-round across Scotland to plan for emergencies and to take part in exercises to test those plans.
This role will involve being a Senior Civil Contingencies Liaison Officer to support Resilience partnerships in times of emergency and in their planning for emergencies, offering an opportunity for a B3 to join the Civil Contingencies Liaison Team within Civil Contingencies Division.
The team consists of a C1 and 7 B3s.
The Civil Contingencies Liaison Team is the main point of contact with the Resilience Partnership structure and works collaboratively with policy areas and a wide range of stakeholders to facilitate, support and advise on multi-agency emergency planning, response and recovery across Scotland.
Civil Contingency Liaison Officers are the interface between the Scottish Government and response partners, serving Ministers and meeting partner needs. The team works in partnership to set the strategic direction and support responders to meet their Civil Contingencies Act duties.
This involves delivering training, supporting partners in their planning and acting as Scottish Government Liaison Officers during incidents.
Key Responsibilities
- Support multi-agency emergency planning, response and recovery.
- Provide support to multi-agency groups where this already agreed – Scottish Resilience Partnership, Regional Resilience Partnership, Regional Resilience Partnership Sub-Groups, Strategic Local Resilience Partnerships & Local Resilience Partnership Working Groups.
- Maintain effective lines of communication and information flows between Resilience Partnerships and all relevant parts of the Scottish Government, ensuring SG priorities are communicated clearly to partners..
- Where required, lead on thematic areas of work across Scotland to drive consistency, improve planning, understand the national picture and to identify and mitigate gaps.
- Delivery of multi-agency training packages produced by Civil Contingencies Development Team (CCD).
- Facilitation and assistance with multi-agency exercising, ensuring information flow with CCD for awareness and lessons capture.
- Delivery of multi-agency debriefing, as part of a wider cadre, ensuring the National Debriefing and Lessons Protocol is followed.
- Maintain an awareness of the content and progress of RRP and LRP work programmes
- Participate in a 24/7 on call rota to facilitate and support an effective and coordinated response to incidents and emergencies
- Act as a Scottish Government Liaison Officer (SGLO) during an incident, ensuring the Scottish Government Resilience Room (SGORR) is apprised of relevant information.
- Provide a read out to SGORR of any Resilience Partnership meetings held in activation, and also that key SGORR information is fed back to the RP.
- Support Police Scotland in the initial activation of Resilience Partnerships in response. It will not involve leading or providing admin/secretariat support to the meetings
- Maintain effective lines of communication and information flows between Resilience Partnerships and all relevant parts of the Scottish Government, ensuring SG priorities are communicated clearly to partners.
- Leading for our area on briefing or input to briefing and advice to Ministers, FMQs and core briefs and contributing to the work of other policy areas. Coordinating input to FOI requests.
- Act as a Scottish Government Liaison Officer (SGLO) during an incident, ensuring the Scottish Government Resilience Room (SGORR) is apprised of relevant information.
- Provide a read out to SGORR of any Resilience Partnership meetings held in activation, and also that key SGORR information is fed back to the RP.
- Assist in the initial activation of Resilience Partnerships in response, such as co-ordination of meeting invite, where this is currently supported. It will not involve leading or providing admin/secretariat support to the meetings

Working Pattern
This post is a full-time role, but we welcome applications from staff with different working patterns, proposed working patterns will be assessed against the business requirements for this post.
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
