To support its strong growth in Québec and throughout Eastern Canada, Parsons is actively seeking several professionals in transportation infrastructure, including engineers and technicians specializing in road engineering, transportation planning, maintenance of traffic, and bridge and structure projects.

Parsons is seeking a Maintenance of Traffic Engineer to support the planning, design, review, implementation, and monitoring of temporary traffic management measures for major transportation and infrastructure projects throughout Québec.
The successful candidate will be responsible for developing and reviewing maintenance of traffic plans, coordinating construction staging and detours, assessing impacts on road users, and ensuring that traffic-control measures are safe, efficient, and compliant with the standards of the ministère des Transports et de la Mobilité durable du Québec as well as applicable municipal requirements.
Key Responsibilities
- Take charge of various maintenance of traffic design projects.
- Develop, review, and coordinate temporary traffic maintenance plans for road, bridge, public transit, and civil infrastructure projects.
- Prepare and review traffic-control plans related to lane closures, detours, traffic configuration changes, work zones, temporary access, and construction staging.
- Assess the impacts of construction activities on motorists, pedestrians, cyclists, public transit, emergency services, and adjacent properties.
- Develop strategies to maintain safe and efficient traffic flow throughout all construction phases.
- Review documents submitted by contractors, including maintenance of traffic plans, staging plans, detour proposals, work methods, and temporary signage plans.
- Ensure that designs comply with the standards and requirements of the ministère des Transports et de la Mobilité durable du Québec, particularly the applicable provisions of Tome V – Signalisation routière and the Normes – Ouvrages routiers collection.
- Coordinate activities with municipal authorities, road network owners and managers, public agencies, contractors, consultants, emergency services, and other stakeholders.
- Conduct site visits, inspections, and audits to confirm that approved traffic-control measures are correctly implemented and maintained.
- Identify deficiencies and recommend corrective measures related to signage, barriers, channelization devices, lane closures, detours, pedestrian facilities, and traffic operations.
- Monitor traffic conditions during construction and recommend adjustments to reduce congestion, delays, and safety risks.
- Review and process technical queries, requests for information, non-compliance notices, change proposals, and traffic-related issues during construction.
- Prepare technical reports for preliminary design studies, review comments, presentations, and recommendations regarding maintenance of traffic.
- Prepare plans, specifications, and cost estimates for maintenance of traffic.
- Participate in coordination meetings and provide technical advice to project teams and contractors.
Required Qualifications
- Bachelor’s degree in engineering, ideally in civil engineering or transportation engineering.
- Member of the Ordre des ingénieurs du Québec or eligible to become one.
- Minimum of 5 years of relevant experience in maintenance of traffic, temporary traffic management, traffic control, construction staging, road design, or transportation infrastructure projects.
- Experience in developing or reviewing temporary maintenance of traffic plans for road, bridge, public transit, or major infrastructure projects.
- Solid knowledge of traffic control in work zones, lane closures, detours, configuration changes, construction staging, and traffic impact mitigation measures.
- Mastery of the applicable standards and requirements of the ministère des Transports et de la Mobilité durable du Québec, particularly Tome V – Signalisation routière.
- Good knowledge of the Transportation Association of Canada — TAC standards is an asset.
- Good knowledge of AutoCAD.
- Ability to interpret engineering plans, traffic-control plans, construction schedules, specifications, and contract documents.
- Experience in conducting site inspections and evaluating the implementation of maintenance of traffic measures.
- Good understanding of requirements for pedestrians, cyclists, public transit, and accessibility in the context of road work.
- Excellent analytical, organizational, problem-solving, communication, and report-writing skills.
- Ability to manage multiple priorities and coordinate several project sites simultaneously.
- Availability to conduct field inspections and travel to construction sites as needed.
Language of work for positions permanently located in Québec
Knowledge of French is required for positions permanently located in Québec to allow the incumbent to communicate with colleagues, clients, and partners in Québec as needed. French language training is offered to incumbents of permanent positions in Québec who do not possess sufficient knowledge of French.

- Minimum 5 years of relevant experience in maintenance of traffic, traffic management, temporary traffic control, construction staging, roadway design, or transportation infrastructure projects.
- Demonstrated experience developing or reviewing temporary traffic management plans for major road, bridge, transit, or infrastructure projects.
- Strong knowledge of work-zone traffic control, lane closures, detours, traffic shifts, construction staging, and traffic-impact mitigation.
- Strong working knowledge of Québec transportation standards, including applicable MTMD requirements and Tome V – Signalisation routière.
- Knowledge of Transportation Association of Canada — TAC standards is considered an asset.
- Good working knowledge of AutoCAD.
- Ability to interpret engineering drawings, traffic-control plans, construction schedules, specifications, and contract documents.
